You have to call G&F and tell them about the rack and the GW may want to see the spot where the head is lying, you are not supposed to move them before contacting the GW but some let you haul them out before visiting the site. You do have to buy an interstate game tag for the rack though.

Could you tell what killed him natural death , rifle or a fall over a cliff?
