Topwater bite?

I have read these reports that people are getting good topwater bites, but I've fished a Zara puppy (and a Rapala topwater plug) a bit with nary a strike. Usually, if the fish are interested in dying, flailing baitfish on the surface, they'll hit it almost immediately. What's up with that?

Last three times ive been to pleasant they been jumping like crazy.. hitting shad on the top.. I toss in almost everything with no luck....
