Point of impact lower than expected.

I'm taking it the Razor was First Focal Plane?
Is your new tacticool scope also FFP?
If it's a second focal plane, the paperwork with the scope will tell you what magnification to use for the subtensions to match up.
Also note that some SFP scopes will have a POI shift if not at the proper power setting.

I've tried lapping Warne rings before. Found after 2 strokes that i didn't need to lap them.

I agree I would not bother to lap the Warne rings now.
 
Wanted to thank everyone for help with this. Got back out to the range and was able to get things squared away.

When I zeroed in at 100 the bullet was still going up on the arc. Hence the ballistic calculators not making sense.

I went back out and sited the rifle in at 200 yards. Then went back to 100 yards and was high by roughly 1.75” and then went out to 300 yards and got a 9” drop. This makes more sense to me.

Will be headed to WY for my cow elk hunt now.
 
Any time you change something your 0 will be affected I feel. Might be minimal or could be more than expected
