Draw odds question

Have I been having too many inlaw christmas beers or can someone make sense of this to me ?? How does 0 points have better odds than 1 point ? This is similar to what I found on Montana game and fish page . Thanks

Good ol Montana…. That’s how the draw works for the general tags.

No. And they aren't random tags for 0 point holders. MT FWP leaves 25% of the general tags for only people with 0pts.
