Apparently 4 coats of clear is not enough

Adhesion promoter is your friend with plastic & composites.
You can get it at any auto parts store that sells paint.

When they came out with the plastic bumper covers on cars, they gave auto body shops fits!
The adhesion promoter was the answer.

It's also amazing the power oil & sweat from our bodies have on stuff like that.
Should be it's own class of solvents.

Is it possible you sprayed some silicone on it or near it? I was told that spray silicone anywhere near a paint area will ruin a future paint job. Maybe some boot silicone sprayed in the same area you used to paint the stock??
I am following this because I'm thinking about repainting my old Precision stock.

No I think it was the aforementioned flash-off issue. The current paint job has held up very well and I spent more time letting it cure before each coat
