Sheep Grazing Buyout in Colorado

Lemme make sure I understand this. This is public land, but we have to pay the family to stop leasing grazing rights to them?
Technically it's paying them to give up their right to the grazing lease established by the grazing regulations of each agency, but yes I think you get the gist of it.
