Sheep Grazing Buyout in Colorado

Lemme make sure I understand this. This is public land, but we have to pay the family to stop leasing grazing rights to them?
Technically it's paying them to give up their right to the grazing lease established by the grazing regulations of each agency, but yes I think you get the gist of it.

Happy to see they published this quote:

"I remain dismayed at the lack of action on the part of the federal land management agencies. Federal grazing is an agency-permitted privilege, not a right," he said. "We should not be relying upon third party NGOs to negotiate settlements and raise hundreds of thousands of dollars in private funds to protect our bighorn sheep herds."
