I have had pack goats for the last several years. The risk to wild sheep is high enough that you shouldn't ever pack where they are present. The risk only really comes from mouth to mouth contact, and it is far more likely that free range sheep and goats will be the only real problem. Still, its not worth creating these issues and you hate to see blanket regulations and bans when so many are doing it right. According to the MT state vet, domestic goats do not pose any threat to mountain goats, only wild sheep.
