Changes to New Mexico Outfitter Pool

Nowiser, a while meaning since Jan 1, 2018? There were changes to the outfitter requirements that were just recently adopted including further clarification of when and how an outfitter must accompany a client. Language is still written very poorly.

Does anyone know what the current supposed law interpretation of this is? I want to do a drop camp elk hunt in the Pecos this year, and would like to get in the outfitter draw pool. I’ve done this in the past, but since then that outfitter retired. I emailed to two other outfits last year and they said drop camps don’t qualify. But I got the impression they really didn’t know the rules themselves, as most their business was tourist horse rides. Thx
