How close to camp?
I've ridden by camps on my way to where I've killed elk. I've also found a backpacker tent in the head of a drainage where I'd killed an elk. He probably could have watched me shoot it. Plenty of stories of deer and elk killed from camp or within view of camp. My rule of thumb is to camp... -

UT, NV, CO, NM all have landowner voucher systems. Seems like Hunting Fool is the clearinghouse for a lot of them. That may be your best bet for the options available. I've never done that but that's where I'd start. -

Listened to this over a few long drives. Nice light "read/listen" he is the best narrator. This is a little heavier but instructional Audible has been a blessing in fitting "reading" into my day.- 2rocky

Many of those will require private land access. Fort Hunter Liggett is a military base so DIY is an option there. Your best bet in that region is to find an outfitter you like and apply on their recommendations. They may also try to sell you a PLM hunt which is the expensive express lane. -
