WY is about to sell state land.

Sell, develop, lease... it's all the same thing from a public lands user perspective. With no access and within no-drill areas, though, I suspect the developers are planning to swap these leases for other land. Not that that makes it any better- land swaps are one of the ways they get around regulations on the areas they really want to drill. If there are no leases offered on a state parcel, for example, they can say "But we already have a lease, we just want to swap the lease on this high value cultural/habitat/scenic area for that plain boring piece of off-limits sagebrush over there. Great deal for the State". Now suddenly they have gotten in the back door without oversight or due process.
