WY Deer?

Im new to hunting out west so ive been researching a lot of the states. This might be a stupid question, but when I was looking at WY deer; I saw that many units have both type 1 tags (Antlered deer) and a later season type 3 whitetail only tags. Does that mean that the mule deer are gone from this area in Nov, or they don't want people shooting them then?

Thanks Oak, that's what I thought, i just wanted to make sure that the mule deer were not migrating out of these areas
