Kind of weird. After WWIII, humans decide they can't survive a WWIV. They believe that human emotion is the root of all bad things, and therefore start taking mood-limiting drugs to prevent future conflict. This leads to a kind of police state, where the cops arrest and/or whack "sense offenders." Then, one of the ubercops (called "clerics") fails to take his drug one day, and a little feeling creeps in...and we're off to the races! Throw in some weird pseudo-martial arts called "gun kata" and you get yourself a grade-A-prime sci-fi what-if 1984-ish Matrix action wannabe.
