In the area I've hunted in WY, there are roads all over on the BLM, but no access to them because they travel through private. Unless it's a County Road you're probably out of luck.

It SHOULD have an effect, but in Utah, that doesn't mean anything. Hell, my state reps and governor chased away Outdoor Retailer with their anti-public-land stance. If that doesn't faze them, I'm not sure that anything will.
Primarily BLM and USFS, but there are some State Trust Lands included. The designation documents make reference to facilitating land exchanges with the state to make up for this I believe.
