unit 116 cow elk

I will be hunting the Black Hills for deer and unit 2 for antelope.Is it worth picking up a left over cow elk tag for the the public land in the forest for unit 116?
I have heard that most of the elk in that unit stay mostly on private land.Land that it is hard to impossible to gain access to.Iplan on scouting some during June.

After talking with some that have hunted the public land in this unit I will not be applying there.
