Montana shoulder seasons

You're right, it's stupid. The elk simply move off the huntable private land and go to public land during the shoulder seasons, or move onto unhuntable private land. Duh.
The whole idea behind shoulder seasons was to teach the elk to stay off the private lands. In some cases it's also to reduce the elk numbers, but other areas it's just to get them educated that the private lands aren't friendly places to live.
