Regarding H.R. 1484
“The bill states that the federal government promised all new states that it would dispose of federally controlled lands within each state upon admission, however neither the text of the Nevada Enabling Act, the historical context or the Supreme Court authority interpreting the Enabling Act supports this construction,” Hoffman said.

You can read the full act to the State of Nevada website. it clearly states "That the people inhabiting said territory do agree and declare that they forever disclaim all right and title to the unappropriated public lands lying within said territory, and that the same shall be and remain at the sole and entire disposition of the United States"

H.R. 866 is even worse. Apparently these guys don't know that oil is a global commodity and that since 2011 we've been oil independent (thank you North Dakota). Eliminating regulations doesn't make drilling an oil well than much cheaper nor does it make the price of oil go up, which are the two things currently preventing more drilling.
