Not sure where you got that information but it seems really off.

Spotrac.com is always very up to date and includes cuts and transactions almost minutes after they are reported if they are official.

Packers for example are just over 18m and that doesn't include the June 1st post designation on De'Vondre Campbell yet and it won't until June 1.:

Those niners are one of the worst teams right now with only about 3.1M left to play around with as Arik's cap won't fall until June 1st.

Not fair to the other team. We're winning to the point the other team needs the ball back but let's give them a chance at 4th and 20. It's cool and all I just don't think it's fair. That being said I wouldn't be mad if they implemented it.
Google tells me that since 2013 4th and 15 yards or more has been converted 13.9%. Before the onside kick rules were changed they were recovered at just over 20%. After the rule changes for onside kicks they are now recovered less than 3%.

It seems like more assistance to the teams with superstar qb's. Imo they don't currently need more of an advantage. Why not change the kick rules back?
 
Talk about a bust. Traded for a 6th round pick next year.

Pretty stunning. I can't believe he was sold for so little and what will the steelers do with him (or Wilson)? Strange move by both sides.
