I volunteer every year for DFW to do spotlight surveys and this is just for Little dry creek and Howard slough wildlife rufuges, I would imagine they do it throughout the state as well.

Don't hunt out of state, and I would hunt mule deer, that way if you don't get drawn for elk you got a better chance of being able to hunt every year. I'm not from Utah but it looks like there are some deer hunts that have 100 percent draw odds.

I live really close to the recognized boundary for Blacktail which is I-5 and I hunt Blacktails in the western part of CA, hybrids or what some call "benchlegs" in the cascades, and mule deer just east of the Sierras, all on public land. I couldn't imagine not having all this public land to hunt...
