There will be no shortage of people, especially if you hunt during rifle season. That being said, there are still plenty of elk to be had. The Bears keep a lot of people out of the backcountry (with good reason). It's rugged country with heavy griz populations. It's kind of like everywhere else...

The absorkee-beartooth wilderness in MT has some great high country lake destinations and phenomenal fishing if that is any part of your consideratinos. The winds in Wyoming have also always treated me very well.
