I was fortunate enough to draw a wyoming region wide deer tag, I saw the left over list and see that there are left over doe tags but they are listed as valid with a certain distance to irrigation. Does that mean that you'd be restricted to hunting private ag lands and the fence lines to those farms?

Yes. The whole intent of the tag is to reduce populations of deer/antelope causing ag damage.

Normally it is a 1/2 mile. To irrigated lands. Some of those lands may be in walk-ins, you won't know that till 7/10. I would bet a quick call to the Access Yes coordinator for the areas can help with that.
