You might check with Avalanche Outfitters at Redstone Stables. I have no experience with them, but they are in the area and if they can't do it, they could probably tell you who is permitted in the area.

Dragging definitely beats the hell out of packing... but you have no other choice if there's no snow, I guess.

I have heard that sombrero ranches have pack horses for rent all over western colorado. I do not know any specifics about their operation but they might be worth looking into.
