I'm not sure of what the wilderness rule is in Wyoming but am guessing it is based on requirement of hiring a guide for nonresidents in wildernesses. It's kind of like watching the Minnesotans come to West Yellowstone or Cooke City to get lost or injured. I'm not sure if the Wyoming rule was driven by the outfitters or the state trying to recover rescue money.

I have used search and rescue to fetch a hunting partner one year when I was too injured to drag him out of the woods.

Other than getting nonresidents to post a rescue bond in going into the wilderness I don't have much of an answer on that one.
