    Round and round we go. So you can honestly say '1st choice only' vs 'First and only choice are the same thing? I read those words very clearly in the regs before I applied. If you answer yes then there is no sense in debating this, we will get nowhere and are all wasting our time.

    Beating the horse again...they did apply correctly according to how the regs are written. Period. The applicants did nothing wrong. They are not whining because they didn't get a permit, they're upset they're application was thrown out of the draw for no valid reason. I need to be done.

    Apps were not filled out 'incorrectly' according to the rules printed in the regs book. In general, people are not dumb. If the blame was all on the applicant FWP would not be acknowledging all of this.

    The 3% is misleading. To me it reads 3% of the entire state apps. In those 10 districts the percentage would be much greater I presume, affecting the draw rather significantly. Am I reading that right?

    Really nobody drew a permit if the system had multiple technological errors in the programming of the draw. All of the data sets would be skewed and incorrect, throwing off the whole system. It might feel like something is being taken away but it possibly should have never been 'awarded' anyway...
