Stay at 100 yards and get off the sled.
Making gross adjustments will let you see if the scope is tracking and not a bad idea.
Loose screw or bad scope is my guess.
I would let the law guide me. As in, I would contact the Game Warden and let him try to resolve the issue and tell me what I need to do regarding my tag.

I will guess MOA based on what I ran on JBM.
200 yards would be a 4" drop and approx 2 MOA adjustment or 8 clicks.
300 yards would be a 15" drop and approx 5 MOA adjustment or 20 clicks.
6 MOA adjustment would be 12" at 200
7.5 MOA would be 22.5" at 300...
The 10x25 are a no-go; if you get 10's go with the 42mm objective. As a bow hunter, you may even want the 8x magnification. I have a set of 8x Minox HG that are superb.

300 or 400 shouldn't make any appreciable difference in performance, just pick what you are comfortable with.
