Its actually not my first Elk getting out whole like that, I kill a cow elk up on a hill and was able to drag her into the back of my truck. thanks.- NavajoHunterNM

The information is on the Navajo Nation fish and wildlife website. I do believe the proclamation posts around mid April and the deadline is the end of May.
