    Addicting is spot on. Government is not serving it's purpose when the actions it takes puts people's lives and livelihood in danger. That encourages vigilante behavior, which is what this sounds like to me rather than "poaching."

    I see it recommended often to apply in multiple states for multiple species. I know how to apply, I've done that and drawn tags, but what if you draw multiple tags in multiple states? Do you just pick which one you want to go after and eat the cost of the other(s)? That could be rather expensive.

    The SCOTUS has ruled so like Jwill said, time to renegotiate the treaty. What does the government provide to the tribes that is not covered by treaty? That is all available as negotiating leverage. If there is nothing then offer something else the tribe needs and wants and find a solution.
