Colorado Draw Question

In Colorado, can nonresidents draw resident tags if they are leftover? Say there are 100 total tags for 1st season in unit 9999. I think that would be around 70 residents tags and 30 nonresident tags (unsure of the quota %). 50 residents and 50 nonresidents apply for that hunt. Will they all draw a tag, or will some of the nonresidents go without because it would exceed the nonresident quota?

Colorado is the most friendly non res state. Most units have a quota of 35% allocated to non res. Some are only allocated 20% which is still generous. The allocation % is only applied to first choice. Second through fourth choice non res and res are on the same playing field. So in your scenario yes all the non res would draw a tag. If you look through the statistics you will see non res draw more than their 35% allocation if non res don't draw out 65% with first choice apps.
