Two options (assuming the season even happens):

1. One of the first seven people shoots a sow and he never gets a tag (season closes).

2. He gets 10 days to take pictures of bears before person #9 starts hunting.

Biologist will need to increase tag allocation in 2019 to account for intentional non use.
