I have been reading through this page https://www.azgfd.com/hunting/draw/process/ and I'm trying to understand how Arizona allocates their tags, I guess where I am confused is they are calling their points bonus points but they sound more like preference points, where maximum point holders have preference over lower tier point holders in the first pass? I understand that in the second and third pass that anyone technically has an opportunity to draw but only if there are leftover tags after the first pass and only if the non-resident cap has not already been met.
