I have done some reading and here is what I understand to be true about the WY non-resident type 1/2 antelope draw process, please correct me if I am wrong.
Let's say this is a mythical unit 999 and the biologists decide that after the land owners and residents are accounted for, this year they will allow 100 non-resident any antelope type 1 licenses in unit 999. First, 40 of these get allocated to the "special" fee non-resident pool and 60 are placed in the "standard fee" non-resident pool. You can only apply for one of the standard fee or the special fee licenses but not both in the same year.
So assume I chose to apply for the "special" draw. They would now take 75% of the 40 licenses and award basis preference points and 1st, 2nd, 3rd choices. By this I mean they would look at all 1st choice applications and start allocating the now 30 licenses on a "most preference points" basis. If, and only if, there are more licenses than 1st choice applicants will they then allocate remaining licenses in order of preference points to those who chose the unit as a 2nd choice, and then if there are still licenses left to the 3rd choice list by preference points too. If there are any leftover at this point they will go into a later random leftover drawing. If at anytime you pull a license in this process you are done, and if you are awarded a license for your 1st choice your total accumulated preference points are wiped. The advantage of the special fee draw is that while 40% of the licenses are made available, presumably (but not necessarily) less that 40% of overall applicants choose the higher fee and therefore a special fee applicant has better relative odds.
They also take 25% of the 40 licenses (10) and hold a random drawing for all those who did not pull basis the preference allocation referenced above. This is solely for those who had chosen this unit as 1st preference. It is completely random and draw or no draw does not take away preference points. If there were fewer 1st choice applicants than licenses, the leftovers would go into the same later random leftover drawing. At this point you are done with your application for the year.
If I had chosen the "normal" fee application essentially the same process would be carried out for the 60 non-special licenses.
After this is done, all non-allocated licenses would be aggregated into a single unit pool of standard fee licenses to be granted by a subsequent random drawing.
