I have done some reading and here is what I understand to be true about the WY non-resident type 1/2 antelope draw process, please correct me if I am wrong.

Let's say this is a mythical unit 999 and the biologists decide that after the land owners and residents are accounted for, this year they will allow 100 non-resident any antelope type 1 licenses in unit 999. First, 40 of these get allocated to the "special" fee non-resident pool and 60 are placed in the "standard fee" non-resident pool. You can only apply for one of the standard fee or the special fee licenses but not both in the same year.

So assume I chose to apply for the "special" draw. They would now take 75% of the 40 licenses and award basis preference points and 1st, 2nd, 3rd choices. By this I mean they would look at all 1st choice applications and start allocating the now 30 licenses on a "most preference points" basis. If, and only if, there are more licenses than 1st choice applicants will they then allocate remaining licenses in order of preference points to those who chose the unit as a 2nd choice, and then if there are still licenses left to the 3rd choice list by preference points too. If there are any leftover at this point they will go into a later random leftover drawing. If at anytime you pull a license in this process you are done, and if you are awarded a license for your 1st choice your total accumulated preference points are wiped. The advantage of the special fee draw is that while 40% of the licenses are made available, presumably (but not necessarily) less that 40% of overall applicants choose the higher fee and therefore a special fee applicant has better relative odds.

They also take 25% of the 40 licenses (10) and hold a random drawing for all those who did not pull basis the preference allocation referenced above. This is solely for those who had chosen this unit as 1st preference. It is completely random and draw or no draw does not take away preference points. If there were fewer 1st choice applicants than licenses, the leftovers would go into the same later random leftover drawing. At this point you are done with your application for the year.

If I had chosen the "normal" fee application essentially the same process would be carried out for the 60 non-special licenses.

After this is done, all non-allocated licenses would be aggregated into a single unit pool of standard fee licenses to be granted by a subsequent random drawing.

Is this correct for non-resident type 1/2 applications?

Preference points are only in play for 1st choice. Would be unfair to allow preference for points for 2nd choice when does not require forfeit of those points. I do think the algorithm failed a few years back and preference points did have an impact beyond 1st choice by accident.

How does 2nd and 3rd choices work then? If the are 5 license left after allocating to 1st choices and there are 25 applicants who had the unit as second choice is it just random then? If so, why bother and not just throw those all into the random draw?
 
Only (30) 75% of the (40) special tags would go to those with the most points as 1st choice. The remaining 25% (10) would go into a random drawing for 1st choice only and you WILL lose your points if you draw either way.

If and only if there are remaining tags after all 1st choice apps are looked at, tags will be available as 2nd choice. The 2nd choice is completely random and you will not lose any points. If tags are left after the 2nd choice draw then 3rd choices will be looked at, it uses the same random process as before with no points lost.
 
1st choice in the random draw is random.
The dept issues two random numbers, one for each draw to prevent any pp ranking moving from the pp draw to the random draw.
 
ANTELOPE DRAWING PROCESS


STEP 1: OBTAIN ELIGIBLE APPLICATIONS AND QUOTA RECORDS FOR SPECIES

1. The antelope species quota records loaded for each hunt area/type are retrieved.
a. Reports generated are verified to determine that each hunt area has been selected and the total beginning quota value is correct.

2. All eligible applicants are retrieved.
a. Reports generated are verified against application counts by fee type and funds on deposit to verify that all individuals that are eligible to participate in the drawing have been included.

3. Random Numbers are assigned to all eligible applicants.

a. All eligible application records are assigned two random numbers:
Random #1—Preference Point random number
Random #2---Regular random number

NOTE: Party applicants are assigned the SAME random numbers

Random numbers are unique numbers that are generated by a computer system routine.

The random numbers are between #1 and #999999999.

Both resident and nonresident applicants are assigned random number in this process.

b. Reports are reviewed to verify that different random numbers were generated for random #1 (preference point random number) and random #2 (regular draw random number) for the first 500 resident and nonresident applicants.

4. Calculate preference point average for nonresident applicants that will be used in the nonresident preference point drawings.

The total preference point value for each individual's application in the party is divided by the total count in the party. This calculation is carried out 5 decimal places and stored on each application record within the party as the point average value.

STEP 2 & 3: QUOTA SPLIT BETWEEN RESIDENT AND NONRESIDENT

1. Total quota retrieved in Step 1 is split between resident and nonresidents.
a. Residents are allocated eighty percent (80%) for each hunt area/type combination.
b. Nonresidents are allocated twenty percent (20%) for each hunt/area type combination.
c. Reports are reviewed and verified that the quota allocation is correct.

STEP 4: CONDUCT THE RESIDENT LANDOWNER DRAWING:

1. Applications with the appropriate fee type for resident landowner drawing are retrieved.

2. Applicants are sorted by random #2 (random drawing) lowest to highest.

If the application record is a party application, then all applicants within the party are successful and the current quota value is decremented appropriately.

4. Upon concluding a review of each applicant in the current drawing having their 1st choice reviewed for quota allocation, the process is repeated reviewing the 2nd choice selection in the same sort order used for the 1st choice review. Application records are marked successful and quota is decremented as indicated above.

5. Upon concluding the review of each applicant in the current drawing having their 1st choice and 2nd choice reviewed for quota allocation, the process is repeated reviewing the 3rd choice selection in the same sort order for the 1st and 2nd choice review. Application records are marked successful and quota is decremented as indicated above.

6. Any resident quota balances remaining from the resident landowner drawing are made available for the resident drawing.

Unsuccessful resident landowner applicants have no other opportunity to be allocated licenses in the remaining drawings.

7. Reports are generated from the resident landowner drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.

STEP 5: CONDUCT THE RESIDENT DRAWING:

1. Applications with the appropriate fee type for resident drawing are retrieved.

2. Applicants are sorted by random #2 (random drawing) lowest to highest.

3. Each applicant's 1st choice hunt area/type selection is checked against the current available quota value. If the application record is a party application, then all applicants within the party are successful and the current quota value is decremented appropriately.

4. Upon concluding a review of each applicant in the current drawing having their 1st choice reviewed for quota allocation, the process is repeated reviewing the 2nd choice selection in the same sort order used for the 1st choice review. Application records are marked successful and quota is decremented as indicated above.

5. Upon concluding the review of each applicant in the current drawing having their 1st choice and 2nd choice reviewed for quota allocation, the process is repeated reviewing the 3rd choice selection in the same sort order for the 1st and 2nd choice review. Application records are marked successful and quota is decremented as indicated above.

6. Any resident quota balances remaining from the resident drawing are made available for the nonresident drawing.

Unsuccessful resident applicants have an opportunity to be allocated licenses that may be remaining upon the conclusion of the nonresident drawings (Step 22).

7. Reports are generated from the resident drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.
 
STEP 6: CALCULATE THE BEGINNING NONRESIDENT QUOTA:

1. Obtain initial twenty percent (20%) quota allocated in Step 3.

2. Obtain quota balances remaining from resident landowner drawing (Step 5).

3. Combine quota balances into a new initial quota balance for conducting nonresident drawings.

4. Reports are generated to verify that the quota values to be used for the nonresident drawings are correct.

STEP 7: CONDUCT NONRESIDENT LANDOWNER PREFERENCE POINT DRAWING:

1. Seventy-five percent (75%) (Round UP) of the quota made available for the nonresident drawing calculated in Step 6 is allocated to the nonresident landowner preference point drawing.

2. Reports are generated for quota values to verify that the quota made available for the nonresident landowner preference point drawing is correct.

3. Applications with the appropriate fee type for nonresident landowner drawing are retrieved.

1. Twenty-five percent (25%) (Round DOWN) of the quota made available for the nonresident drawing calculated in Step 6 is allocated to the nonresident landowner regular drawing.

2. Reports are generated for quota values to verify that the quota made available for the nonresident landowner regular drawing is correct.

3. Unsuccessful applications with the appropriate fee type for the drawing are retrieved.

2. Obtain quota balances remaining from nonresident landowner regular drawing (Step 8).

3. Combine quota balances into a new quota balance for conducting nonresident drawings.

4. Reports are generated to verify that the quota values to be used for the nonresident drawings are correct.

STEP 10-11: DETERMINE QUOTA SPLITS FOR NONRESIDENT SPECIAL AND REGULAR DRAWINGS:

1. Forty percent (40%) of the newly calculated quota from Step 9 are made available for the nonresident special drawing.

2. Sixty percent (60%) of the newly calculated quota from Step 9 are made available for the nonresident regular drawing.

3. Reports are generated to verify that the quota values to be used for the nonresident special and nonresident regular drawings are correct.

STEP 12-13: DETERMINE QUOTA SPLITS FOR NONRESIDENT SPECIAL DRAWING:

1. Seventy-five percent (75%) (Round UP) of the quota made available for the nonresident special drawing calculated in Step 10-11 is allocated to the nonresident special preference point drawing.

2. Twenty-five percent (25%) of the quota made available for the nonresident special drawing calculated in Step 10-11 is allocated to the nonresident special random drawing.

3. Reports are generated to verify that the quota values to be used for the nonresident special preference point and nonresident special random drawings are correct.

STEP 14: CONDUCT THE NONRESIDENT SPECIAL PREFERENCE POINT DRAWING:

1. Applications with the appropriate fee type for nonresident special drawing are retrieved.

STEP 15: CONDUCT THE NONRESIDENT SPECIAL RANDOM DRAWING:

1. Unsuccessful applications with the appropriate fee type for the drawing are retrieved.

7. Reports are generated from the nonresident special random drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.
 
STEP 16: DETERMINE INITIAL QUOTA FOR NONRESIDENT REGULAR DRAWING:

1. Obtain quota balances remaining from nonresident special preference point drawing (Step 14).

2. Obtain quota balances remaining from nonresident special regular drawing (Step 15).

3. Obtain quota available from the initial nonresident regular allocation sixty percent (60%) (step 11).

4. Combine quota balances into a new initial quota balance for conducting nonresident regular drawings.

5. Reports are generated to verify that the quota values to be used for the nonresident regular drawings are correct.

STEP 17: DETERMINE QUOTA SPLIT FOR THE NONRESIDENT REGULAR PREFERENCE POINT DRAWING:

1. Seventy-five percent (75%) (Round UP) of the newly calculated quota from Step 16 made available for the nonresident drawing is allocated to the nonresident regular preference point drawing.

2. Reports are generated to verify that the quota values to be used for the nonresident regular preference point drawings are correct.

STEP 18: CONDUCT THE NONRESIDENT REGULAR PREFERENCE POINT DRAWING:

1. Applications with the appropriate fee type for nonresident regular preference drawing are retrieved.

Unsuccessful nonresident preference point applicants have an opportunity to be allocated licenses in the nonresident regular random drawing (Step 20).

5. Reports are generated from the nonresident preference point drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.


STEP 19: DETERMINE INITIAL QUOTA FOR NONRESIDENT REGULAR RANDOM DRAWING:

1. Twenty-five percent (25%) (Round DOWN) of the newly calculated quota from Step 16 made available for the nonresident drawing is allocated to the nonresident regular random drawing.

2. Reports are generated to verify that the quota values to be used for the nonresident regular random drawings are correct.

STEP 20: CONDUCT THE NONRESIDENT REGULAR RANDOM DRAWING:

1. Unsuccessful applications with the appropriate fee type for the drawing are retrieved.

NAP-nonresident antelope with preference point fee option
NYA-nonresident youth antelope
NYAP-nonresident youth antelope with preference point fee option

2. Applicants are sorted by random #2 (random drawing) lowest to highest.

7. Reports are generated from the nonresident regular random drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.

STEP 21: CALCULATE QUOTA AVAILABLE FOR 2ND PASS DRAWINGS:

1. Obtain quota balances remaining from nonresident regular preference point drawing (Step 18).

2. Obtain quota balances remaining from nonresident regular random drawing (Step 20).

3. Combine quota balances into a new quota balance available for conducting the 2nd pass drawings.

4. Reports are generated to verify that the quota values to be used for the 2nd pass drawings.

1. Obtain unsuccessful applications with the appropriate fee type for the 2nd pass resident drawing.

7. Reports are generated from the nonresident regular 2nd pass drawing described above and reviewed to verify that quota values in each hunt are being properly decremented as licenses are being allocated.
 
Thanks WapitiBob! My biggest misunderstanding was that second and third choices only apply to the (smaller) random drawings.
