You would be correct that it doesn't make a difference whether the landowner is a R or NR. What's really sad is they aren't restricted to the landowners deeded acreage. 50% of vouchers are good unit wide to include public land

I seem to remember having this email conversation with then Sen. Brophy. He was complaining about not being able to hunt his family land, but my reply was that's fine if you want to hunt your family land, but restrict it to that land. It fell on deaf ears. I believe that was back in 2013.
