Does anyone know if the Wild Horse and Burro Act could be repealed through Executive Order and management of the horse and burros moved back to the states? Or would that require legislative action?
 
Kind of the whole "checks and balances" thing.

A president cant remove laws passed by congress, and signed by a president.


Despite what the Trumpsters want to abolish from the constitution.
 
Executive Orders can impact implementation but they cannot repeal legislation. This is a representative democracy, not a dictatorship.

In line with my bottomless pit of optimism (rolling eyes), wouldn't it be cool if he was just hanging shiny objects out there to keep the press busy while secretly doing all kinds of great shit behind the scenes? I know, I know: fantasy. But I remember that Saturday Night Live Skit where they had Reagan delegating everything to smart people and acting like a duffus in public while secretly running everything behind the scenes with a high level of executive competence. I used to think they were making fun of Reagan, but I think SNL has a good way of making fun of people like me who are always hoping against hope. :)

Congress needs to go back to a civics class if you ask me.
Maybe spend a week on the Constitution & Bill of Rights. Or just walk down the road and read it.

So I guess we are stuck with over populated herds, negative impact on public lands, negative impact on wildlife, costly periodic roundups, costly long term horse care facilities, and now costly horse contraception trials.

Since this issue only affects a few western states it would be DOA legislation.

Congress can repeal the Act and do pretty much whatever it wants, so long as it is not un-Constitutional. They can even over-ride a POTUS veto if they can muster the votes. There would be nothing un-Constitutional about fixing the problems you talk about. If there are two different acts, then the courts must struggle to read them to work together, or at least not in conflict, but if that is not possible, the more specific and recent will control over the older and more general. But if a new Act expressly repeals a previous Act, then the old is gone.

Long story short, Congress can slaughter every horse in the U.S. if they repeal the WFRHBA and the POTUS signs it or vetoes it and is over-ridden.

P.S. They have to fund it and the Executive would have to carry it out.

Have you ever read the transcripts of him talking? They truly are gibberish, in every sense.

The WH staff circulated a memo that any communication to him has to be 1 page, with no more than 9 bullet points.

There is absolutely no proof that he has ever read anything he has signed. In fact, there is proof that he hasn't read what he signs.

Watch the signing ceremony after the Sessions swearing in. He truly had no comprehension of what he was signing.

I can be the most presidential person ever, other than possibly the great Abe Lincoln, all right? But I can be the most presidential person. But I may not be able to do the job nearly as well if I do that.

I saw a Vice news piece lately regarding wild horses. Some gal was shooting them birth control darts for population control. I know it's taboo in this country but they should open up hunting for population control. I've never tried horse but I'd venture to guess it can taste pretty good.
 
The way the D's have swooped in to play obstructionists just as the Rs left that position, I doubt much GOOD legislation will come out of this congress, or I fear, any future congress. Marco Rubio (whom I didn't support at the time) had a great floor speech just after the Warners tirade, nothing about taking sides but about genuine debate and respect.
