Bills today

Joint Subcommittee on Natural Resources & Transportation will be discussing DNRC's budget today, which, for sportsmen, means the sage grouse conservaton program and access specialist funding along with State Lands management.

Also up today is HB 166 which would allow non-profit commercial kitchen (like food banks, homeless shelters, etc) to serve cooked, donated game meat from commercial processors. This is a good bill, especially given the hunters against hunger program. Currently, soup kitchens & shelters cannot serve donated game meat. This would change that.

We're actually off to a pretty slow start. There are about 150 LC's directly related to Wildlife, another 20-30 that would deal with federal & state lands. The big fight will be the budget. The budget subcommittee right now is discussing the federal-state relationship on forestry. It's actually interesting if you want to know more about how the state & USFS work together on improving forest health.
 
The good thing about Hinkle's bill is that you will be able to use your vehicle as a rest while shooting game. Thus you can rest assured that you won't get a ticket for shooting from your vehicle after your bullet rips a long hole in your hood.
 
I've witnessed a Remington 700 discharge at the side of a vehicle due to the operator pushing the safety to the off position while a round was chambered - luckily no injury.
I've witnessed an "accidental" inside-the-cab-of-the-truck rifle discharge, two occupants and folks front and back of the vehicle, luckily no injuries.
I've administered aid to a hunting "accident" gunshot wound victim. Injury, alright - luckily he's still alive.
It's great folks (such as in the video) find stuff like that amusing.

I'm not sure what brought that up, or why it is relevant. A friend blew off his toe when his gun went off while road hunting. For years he kept his boot which was covered with blood and bone fragments and showed it off with good humor. The boot served to provide a lesson to other people.

Another made an antler mount using the piece of that spare tire shot while using the vehicle as a rest (hey - he got the spike deer so it was worth it!).

I doubt if people will repeat the stupidity just to get a laugh based on these shared examples.

This SB 91 is the result, so I have heard, from a particular outfitter getting a citation.

I sent a public comment in yesterday morning to the committee, then listened in the afternoon. When Cohenour asked how many citations were issued for this in 2016, I think it was Hinkle, said 1, Lowen later said 6. I highly doubt that there was only 1, as I have the numbers from 2012-2015 (2012 being the peak before warden vacancies caused a significant drop in citations issued from 2010-2012). While the hearing was still going on, I email the committee with the citation numbers.

VC 018 - Hunt or take game/bird from a vehicle, and VC 019 - Unlawful hunting from a public highway any game animal or bird. Regions 3 and 6 have the highest percentage of road/vehicle hunting violations, Region 3 being hit hard by the game warden vacancies, with 6 also having a fair number of vacancies.

I violated Lamb's Law and wasn't nice to Hinkle. In reality, this is a dumb thing to issue citations for if they are otherwise legal (i.e. legally off road). It is a stretch to say you are hunting from a vehicle when you are outside the vehicle with both feet on the ground. If people are really getting tickets for this something should change. JMO.
