I am in West Virginia myself. Regarding your post of back in 2013, according to a DNR official I spoke to, the gutless method is permitted in WV as long as no edible meat is left to waste. According to page 10 of the current (2022-2023) edition of the DNR regulations book, you must take the meat of the front quarters to the knee, the meat of the hind quarters to the hock and the back straps.
