Interesting picture. I'm thinking the growth on the neck is an abnormal antler growth.

That's what it looks like to me too........I'm thinking he bumped it early and broke it off, and now it is just filling in to a big ball at the end......I'm guessing it is not rigid either, but probably flops around at the side of his head........must be annoying as all get out......
