What region of Idaho are you looking at? Don't necessarily need the unit you are looking at, but a region will help us make some better recommendations.

I haven't decided yet. I am looking OTC, non-motorized vehicles (I don't want somebody on a quad or dirtbike ruining my day, and low hunter per square miles (if I can find accurate information). I like Beaverhead, Diamond Creek and Pioneer. I have OnXmaps for Idaho on the way to help me.

Speaking of Diamond Creek, is it true the timing for buying an OTC as a non-resident in those units is already closed? According to their documentation, it appears I had to do that in December 2015.

OTC NR elk tags are on a quota. Some of the units/regions sell out very quickly.

The Salmon zone generally has tags a bit later into the year and meets your other requirements as well. I'm gonna warn you though, parts of it are steeper than a cow's face.
