Don't pick a fight with the anti-Dave Ramsey folks, they are like cyclists with matching spandex, ardent IPA conesuirs, that only use crossbows while hunting over fence lines.
Maybe it has nothing to do with the OTC rifle hunter numbers, or elk, or hunting at all, the appointed powers-that-be are likely more concerned about inconveniencing non-hunters that use the woods when the weather is nice than giving a hoot about archery hunters.
I know it would be poor management - it was absurd on its face, that wasn't my point. There is plenty of hunting opportunity for residents and non-residents, just not trophy opportunities. This is all about horns not hunting.
