To get you started there are 21 units that were 100% odds in the regular draw with 9 points that have 75%+ success rates, trophy potential of 75"+, and greater than 50% public land. -

Had the same conversation with a rancher near Thermopolis that was referred to me by the local biologist. Biologist had relayed that he had been complaining incessantly about elk damage. Turns out he wanted $3000 for 2 people for 2 days of access to hunt cows. -
