GFP gives out 25% of the tags to nonresidents, That equals more than one nonresident tag per sq. mile. IMO they should cut down the nonresident tags to 8%.
The rule is already in effect,(You cannot apply till 3rd draw if you are successful in previous draw) that is why it doesn't specifically talk about it in the proposal. The "special buck" had to be addressed in the above proposal because it is not part off the options 1,2,or 3.
I hope every one that is opposed to this signs up for the focus group. IMO it is a back door way to get more nonresident hunters in South Dakota taking away opportunity and tags from resident hunters. In 2016 there was 1,585 tags available to nonresidents in west river, but there was 2,016...

In SD there has not been a season since 2012, this year it was a drawing for 40 permits my friend I was lucky enough to draw permits. Out of 40 permits there was 10 birds taken in the 2 day season, 2 adults 2 yearlings and 6 young of the year. Of the 10 only 2 were males.
