I stole this off a statewide gun forum and thought some of you who do a lot of reloading and were mechanically proficient enough could benefit from it. It looks to be fairly easy to fabricate and leaves room for a little bit of individual creativity. The last two links are for a source of the two most crucial parts.

The motor is 12vdc and could simply be powered by a spare car or mower battery for quite a long time before requiring a recharge. Drum rotation takes about eight seconds or so but a wirewound variable resistor could be placed in series with the motor to make it variable speed to achieve the best exposure time or adjust the flame.
