What photo resizer for Windows 8?

I haven't used Windows 8, but can you still just right click the photo and do it from there? An often overlooked and simple way to resize with prior versions of Windows was to right click the intended photo, then select "Open with." Next, click "Microsoft Office Picture Manager." Then under menu choice "Picture" select "Resize" and then either enter a pixel size you want or use the Percentage of original width x height. Good luck, I usually just quickly give up and then call one of my kids with anything computer related.
 
I use the simple "Paint" program.
Click "resize" and I use the "pixels" to resize.
Save and presto - stays in the original format, just resized.
 
I'm using imageresizer powertoy and have used it for years. Mad by ms as an add on and is as simple as right clicking on a photo, then resize to small med or large.
Works in Windows 10 so it'll work in 8.
