So the kid decides to go to college in the one state that I didn't build him points in. As a student, he gets a resident license. Do residents also have to apply for three years for sheep before they can draw like NRs have to do?
 
Ewe licenses are fairly easy to draw in some units (even 2nd choice on occasion). Beyond that, it will likely take him at least 4 years for a ram tag.
 
Does Colorado have a lifetime license like other states that would allow him to apply as a RES when/if he moves out of CO?

For the big 3 species the first 3 points are preference points. And anything beyond 3 are then 'weighted' preference points.

Like I said it is not a rule, but simply factor of demand hat dictates minimum preference points you need to draw. The max points anyone can have is 3 since they are capped. So with a lot more guys with 3 than available tags, 3 is the minimum needed for a ram tag. Only because thousands of guys already have 3. After that anyone with those 3 bonus points plus 0 or more weighted points in addition is realistically in the running. Having less than 3 bonus points you are not in the running.

residents and non residents are similarly situated in that because of overwhelming demand you have to have 3 points plus zero or more weighted points to effectively be in the running for a ram tag.
